I find it extremely difficult to believe that this whole situation doesn't go a lot deeper than we know.

I think they said that to the public (getting to the bottom of Spygate), but I think Goodell knew it was prevalent around the league. I mean, he got his hands on some tapes and destroyed them, but I doubt he ever intended to make a huge deal out of it. He wanted to set a precedent, which he did, but I don't think the investigation was going to go deep.
