Free Agent List

All,
I understand that there were some players who were released, then resigned by the team that released them. Before that happened, there were players on the Free Agent list that were NOT ACTUALLY free agents.

My question is this: Is the list of Free Agents on the league web site up to date? meaning, are we allowed to make an offer to ANYONE on that list?

Also, how exactly does signing free agents work? First come first serve? Best offer?
