I don't see how this trade can go through however. Oakland is already 4 million over budget and they are just adding on more salary. The combined total of the players Texas is receiving is only 400K over Pedro's entire salary plus he's receiving all the other overpaid players.

If you actually knew how to read, you would see the RANGERS are trading Lieberthal TO the A's. Also you should know Mendoza is a dead weight. This trade is F-A-I-R. (If you like I'll even teach you to pronounce that word later)

I know they are receiving 13 million but isnt the 80 million composed of player payroll? Or does the 13 million make they're budget higher.

Believe it or not it does work with salary. While Oakland is adding a SMALL amount of salary (approximately $1.5 million) rules allow for a team overbudget to accept $2 million in additions. So therefore this works.
