I don't think he's exceptionally knowledgeable, but he's much better than a lot of the guys that have color commentator gigs.
Don't exile me for saying this, but I've long felt that the YES booth in one of the best in the business. There was a time when I would watch Sox-Yanks games on YES. Didn't matter who did play-by-play, Kay, Singleton or Ruocco. They always had great control of the game. O'Neill, Cone, and Flaherty were also solid presences in the booth. I always felt like I learned so much from listening to them. They seemed very impartial. Much more impartial than A-Rod in the SNB booth. Can't listen to him to Sox-Yankee games anymore.
